The Deposit Protection Agency of the Kyrgyz Republic announces an open competition to select candidates for two vacant positions of Senior Specialists in the Legal Support and Review of Problem Borrowers’ Appeals Unit.

Qualification Requirements:

• higher legal education;
• at least 5 years of relevant professional experience;
• knowledge of the legislation of the Kyrgyz Republic;
• experience in legislative drafting and regulatory activities;
• experience in handling litigation and court claims;
• experience in systematizing, recording, and maintaining legal documentation using modern information technologies;
• knowledge of general legislation:
  • Constitution of the Kyrgyz Republic;
  • Constitutional Law of the Kyrgyz Republic “On the State Language of the Kyrgyz Republic”;
  • Labor Code of the Kyrgyz Republic;
  • Law of the Kyrgyz Republic “On Normative Legal Acts of the Kyrgyz Republic”;
  • Instruction on drafting subordinate normative legal acts of the Kyrgyz Republic;
  • Standard Instruction on Records Management in the Kyrgyz Republic;
• knowledge of sector-specific legislation:
  • Law of the Kyrgyz Republic “On Protection of Bank Deposits”;
  • Constitutional Law of the Kyrgyz Republic “On the National Bank of the Kyrgyz Republic”;
  • Law of the Kyrgyz Republic “On Banks and Banking Activities”;
• proficiency in the state and official languages at a level sufficient to perform official duties;
• computer literacy and ability to work with office equipment.

Employment Conditions:

• employment in accordance with the Labor Code of the Kyrgyz Republic;
• probation period to be determined based on the results of the interview.

Job Responsibilities:

• ensures compliance with legality in the Agency’s activities and protects its legal interests;
• participates in improving the Agency’s regulatory framework by drafting normative legal acts governing the Agency’s activities and the deposit protection system;
• conducts legal review of draft orders, instructions, regulations, standards, and other legal acts prepared by the Agency, endorses them, and participates in their drafting when necessary;
• takes measures to amend or repeal acts issued in violation of legislation;
• prepares legal opinions on issues arising in the Agency’s activities, as well as on draft normative legal acts submitted for approval;
• represents and protects the Agency’s interests in courts, as well as in governmental and public organizations, upon instruction of the Agency’s management;
• handles appeals from problem borrowers in accordance with the Regulation “On the Procedure for Reviewing Appeals of Problem Borrowers of Banks and Other Financial and Credit Institutions”;
• organizes the preparation of legal opinions and draft normative legal acts submitted for approval;
• informs Agency employees about current legislation and organizes the study of relevant normative legal acts;
• provides legal consultations to Agency employees.
