The Mayor’s Office of the City of Kemin, Kemin District, Chuy Region, announces an open competition for inclusion in the personnel reserve for filling junior administrative positions.

To be included in the personnel reserve of the Bishkek City Statistics Department of the National Statistical Committee of the Kyrgyz Republic, a candidate must meet the following qualification requirements:

  • Be a citizen of the Kyrgyz Republic;
  • Be at least 21 years old;
  • Comply with the qualification requirements established by the legislation of the Kyrgyz Republic.

General Qualification Requirements

For Senior Administrative Municipal Positions

Candidates must have knowledge of the following legal acts:

  1. The Constitution of the Kyrgyz Republic;
  2. The Law of the Kyrgyz Republic “On the Procedure for Consideration of Citizens’ Appeals”;
  3. The Law of the Kyrgyz Republic “On State Civil Service and Municipal Service”;
  4. The Law of the Kyrgyz Republic “On Normative Legal Acts of the Kyrgyz Republic”;
  5. The Law of the Kyrgyz Republic “On Combating Corruption”;
  6. The Standard Instruction on Records Management in the Kyrgyz Republic, approved by the Resolution of the Government of the Kyrgyz Republic dated March 3, 2020, No. 120.

Knowledge:

  • The Constitution of the Kyrgyz Republic, the Budget Code of the Kyrgyz Republic, the Tax Code of the Kyrgyz Republic;
  • The Laws of the Kyrgyz Republic “On Public Procurement” and “On Non-Tax Payments”;
  • Proficiency in the state and/or official languages to the extent necessary for the performance of official duties.

Abilities:

  • Collection, analysis, systematization, and summarization of information;
  • Effective work planning;
  • Effective interaction with the population (consultations, explanatory activities, listening to and receiving citizens);
  • Preparation of analytical documents;
  • Effective cooperation with colleagues;
  • Conducting business negotiations;
  • Assigning clearly defined tasks to employees and objectively evaluating their performance;
  • Timely identification and resolution of problem situations leading to conflicts of interest.

Skills:

  • Effective resolution of local government issues in the relevant sector;
  • Development of analytical and strategic documents;
  • Working with laws and other regulatory legal acts and applying them in practice;
  • Public speaking and official correspondence in the state and/or official languages;
  • Proficiency in computer equipment, office equipment, and required software;
  • Managerial skills (planning, organization, coordination, motivation, and control);
  • Conflict resolution skills.

Education: Higher education in economics or accounting.


For Junior Administrative Municipal Positions

  • Leading Specialist for Social Affairs — 1 staff position

Knowledge Requirements:

  1. The Constitution of the Kyrgyz Republic;
  2. The Law of the Kyrgyz Republic “On State Civil Service and Municipal Service”;
  3. The Standard Instruction on Records Management approved by the Resolution of the Government of the Kyrgyz Republic dated March 3, 2020, No. 120.
  • Proficiency in the state and official languages sufficient for the performance of official duties;
  • Proficiency in computer and office equipment and required software products (Word, Excel, Information and Legal System “TOKTOM Pro”):
    • Working with text, graphic, and spreadsheet editors;
    • Using search engines;
    • Working with various web browsers.

Qualification Requirements for Senior Administrative State Positions (Field: Jurisprudence)

1. Level of Professional Education:

  • Higher education in the field of humanities, majoring in jurisprudence (law).

2. Work Experience:

  • At least one year of combined experience in state and/or municipal service, or
  • At least three years of experience in the relevant professional field.

3. Professional Competencies

Knowledge:

  • Constitutional laws of the Kyrgyz Republic “On the Status of Judges of the Kyrgyz Republic,”
    “On the Supreme Court of the Kyrgyz Republic and Local Courts,”
    “On the Constitutional Court of the Kyrgyz Republic,”
    “On the Council for Judicial Affairs of the Kyrgyz Republic,”
    “On the State Language of the Kyrgyz Republic”;
  • The Law of the Kyrgyz Republic “On Judicial Self-Governance Bodies”;
  • The Regulation on the Higher School of Justice under the Supreme Court of the Kyrgyz Republic, approved by the decision of the Council of Judges of the Kyrgyz Republic dated January 13, 2022.

Abilities:

  • Collection, analysis, systematization, and summarization of information;
  • Preparation of analytical documents;
  • Analysis of domestic and foreign experience in the relevant field and its application in practice;
  • Effective cooperation with colleagues;
  • Conducting business negotiations;
  • Adaptation to new working conditions;
  • Drafting normative legal acts;
  • Official correspondence in the state and/or official languages.

Skills:

  • Working with regulatory legal acts and applying them in practice;
  • Work planning and allocation of official working time;
  • Prompt implementation of managerial decisions.

List of Documents Required for Competition Participants

  • Application addressed to the Chairperson of the Competition Commission;
  • Personal personnel record form;
  • Autobiography;
  • Resume (CV);
  • Copy of passport;
  • Notarized copy of education certificate/diploma;
  • Four (4) photographs, size 4×6 cm;
  • Folder (fastener file);
  • Certificate of no criminal record.

Documents Must Be Submitted in the Following Order:

  • Personal application and a completed and signed personal personnel record form with an attached photograph;
  • Resume (with email address) and handwritten autobiography (indicating the presence or absence of a criminal record);
  • Copies of documents confirming basic and additional education (if any), notarized or certified by the last place of work;
  • Copy of employment record book (if work experience is available), notarized or certified by the last place of work;
  • Copies of documents on academic degree and academic title (if any);
  • Copy of passport.

Only candidates whose documents comply with the established requirements will be invited to further stages of the open competition. Contact details and addresses must be provided accurately.


Additional Notes

Candidates who successfully pass all qualification requirements will be invited to participate in the competition.
Submitted documents will not be returned.

Citizens who submit documents or information that do not meet the established requirements will not be admitted to the competition. Candidates who meet the qualification requirements will be invited to take a test. Information on the date and venue of the competition will be announced additionally.
